Houses don’t use water, people do.
We have a crazy system in Scotland were your water rates are integrated into your council tax, and they are based solely on your council tax band. And unlike England we have no right to a water meter.
So a family of six living in a band C house will pay half as much as a couple living in a band G.
What’s also creating the water shortages in England is there have been no new reservoirs built for over 40 years whilst the population has increased significantly.
Also it’s reckoned that 20% of England's water is lost through leaking pipes.

Yes Marie I have been to Kielder Dam, I think it was the last reservoir to be built in England about 40 years ago. There is no shortage were we live in the west of Scotland, no surprise there eh.We have Kielder. It's pretty big.
Not sure what the water levels are like this year mind, but I know we ship water from there to other parts of the country.

Basically, person A uses N Litres of water in a day. They still use that water, more or less, whether live in house X, house Y or house Z - so what difference does it make if they move?

It strikes me that the increase in UK economy over the last 30 years has been due more to increase in population than any efficiency or whatever, looks good on paper but not necessary better for individuals.And the reason why the NHS is bursting at the seams.
Along with Nuclear Power Stations, certain areas of the UK require desalination plants dotted around.
When I worked for an American Company in Jeddah we had our own Reverse Osmosis plant on one of the sites. The Americans used to buy bottled water ..... don't ask me why.Wonder if we'll need to go down that route eventually?
I remember when living in Saudi years ago (Riyadh) they had massive pipelines transporting de-salinated water over 400 miles from the Persian Gulf to supply the city. We lived in an ex-pat compound with several swimming pools etc. Paid for with oil money. Other dry parts of the world aren't so lucky.
