It started some time ago, but it's useful to be reminded that it is gradually being extended. However, some of the information appears to be suspect. I would prefer to rely on information from an official website rather than info posted on a B&B's website over 18 months ago. In particular, in most instances the criteria are far less draconian than suggested by the B&B. Hopefully, https://mieuxrespirerenville.gouv.fr/fiches-thematique/se-deplacer/zfe-francaises is a reliable resource; it does not yet show new ZFEs that commence 01/01/2025, but one would hope that that will change tomorrow or the next day.

I'm sure that when the Crit Air was introduced, there was a stipulation that, if any one town or city in a Region declared a pollution 'incident', then the entire region would be similarly classified, so drivers could be lulled into a false sense of security. I don't recall any publicity revoking the criterion

I think that air quality "incidents" are one aspect of the Crit'Air system, but the ZFEs are generally in operation throughout the year.

True, but there have been n posts about circumnavigating Rouen by members with ZFE non-compliant M/Homes ...

First one in your link does give jan 2025 as commence date.
I couldn't find a link in english so put the best I could find on my phone (I don't have a computer)
€3.62 plus postage for the life of the vehicle ain't bad .

Precisely, because the ZFE is in permanent operation, unlike any restriction relating to an "incident ponctuel".
Those with ZFE non-compliant vehicles, including those registered outside France, can apply for up to 24 passes per annum, each permitting use of the non-compliant vehicle within the Rouen ZFE for one calendar day. https://formulaires.demarches.metropole-rouen-normandie.fr/mobilite/zfe-1jour/
 
I am sorry if I am being dim but does this apply only to cities or larger regions. I have a non compliant vehicle but tend to stay clear of cities any way. If necessary I do park and ride.

It applies to cities and metropolitan areas, some of which can be quite extensive. It is worth getting a Crit'Air sticker (valid for the life of the windscreen on which it is mounted) and checking https://mieuxrespirerenville.gouv.fr/fiches-thematique/se-deplacer/zfe-francaises for details of areas concerned.

Provided that you comply with restrictions based on Crit'Air 4, you should be fine; it might, however, be more restrictive than necessary (requiring you to avoid some areas) if your true entitlement is (for example) Crit'Air 3. Not sure how easy it would be to submit an application for a different category, but if you need assistance with that, let me know by PM or email. I believe that, since ******, a UK Blue Badge will no longer provide exemption.

Probably easier to avoid judging by the relatively complex application process...

I didn't mention the BB when I applied.
 
Road works and detours might mean you end up in city that needs a crit air sticker.
If you can get a sticker do so it's inexpensive and lasts the life if the vehicle.
I've applied 3 times so far for different vehicle, didn't find it complicated
