No, the registration number of the vehicle doesn't tell them where you are from (or where the vehicle is from). A few years ago, one of our members was involved in an accident in France. The other vehicle failed to stop immediately, but did eventually stop and the driver and vehicle details were taken by the police. This information was passed on to the WC member, but without the country of registration. The vehicle registration format could relate to one of several countries. The result was an extremely protracted process attempting to reclaim the member's excess from an insurance bureau in an undetermined country.
