the planning regs are different in the uk compared to Europe, regretfully it will never happen as such things are down to local authorities individually not parliament so a pointless petition, been tried before, as has lobbying local authorities and all fell on deaf ears. It will never happen on a large scale in fact the number of authorities who are anti motorhomes is increasing due the the abuse by a very small minority.

Although the decisions might be made locally by the councils, IF the central government can be persuaded, it is feasible that it issues a directive and possibly apply targets to ensure enforcement. This is how planning laws are generally propagated downwards. Perhaps the ministers with an interest in tourism could be persuaded.
Most local councils usually have an office with responsibilities for attracting more visitors should look at this as an opportunity not a problem issue.
If the big camping/caravan clubs could be persuaded to support and lobby we might get a chance of getting this done.
I'm a member of both uk clubs and I use their sites around the uk sometimes.
I suspect that many of us here are also members, even though my overwhelming preference is wild camping.
The biggest obstacle is probably the false memes and paradigms which associate us with travellers, gypsies, hippies in vans and such, (who in my opinion anyway, are some of the best folks you are likely to meet on the road).
But pointless ? no way, don't surrender so easily.
