Nordelettronica NE143 battery charger

I have a Nordelettronica NE143 battery charger that is not charging the battery. When it is switched on, it outputs 10.8V for about 5 seconds and then the Red light comes on and the output voltage drops to 0V. Would anyone have a circuit (schematic) diagram and or a repair manual for this Switch Mode battery charger?
 
Change it for a smart charger, lots on ebay.
It is a smart charger: that's the problem.
If the battery only sees a battery at 10.8 volts, it cant be sure whether it is an overcharged 6v or a faulty 12v or just a flat 12v one.
My suggestion is to find a not smart charger to get the voltage up to 11.7v or more, then use the smart charger.
Failing that, give the battery a kick by connecting a charged 12v battery in parallel for a minute or two (disclaimer: although this is what I'd do, it is probably neither safe nor recommended).
 
One of these is handy for that, i carry one, good to kick a battery above voltage and start up.
