Yes, with flooded lead acid batteries, the batteries will be happy. Most people use different sorts of batteries. That's the problem. It's a complex subject and simple answers won't do.
During charging overpotential is the additional voltage that needs to be applied to the battery in order to drive the chemical process of charging and you can't get a charge current unless the overpotential is overcome first. Overpotential thus limits current instantly.
