Nice to see the council have now put more bins in with 3 being at the large motorhome bays. Not nice that its already being abused. There is a white Peugeot boxer parked up with someone living in it, The van had 4 parking tickets on it and the traffic warden says it is people like this that will have the aire closed. I don't get it if you are living in a panel van(no windows just a quilt over the back windows) why park where you have to pay and with lots of people around. If it was me i would go off the beaten track some where and not start getting parking tickets. Also the large bays being used by people in cars visiting the some of the vans.

Pity, we stopped for a night last month and enjoyed a night on the town and being able to walk back to the van.
 
The bays at Lytham St Annes are allocated for Motorhomes and large vehicles. From the description the vehicle in question is not a Motorhome. A van with a bed in the back does not make it a motorhome.

The council have the power to remove it. Why should it place the provision in doubt? There are clearly stated conditions to park and it is up to the council to enforce their regulations.
 
Well Thursday night the bays had one flatbed pickup in them looked like a tree surgeon a small Peugeot 106 I think and this white panel van no vents or sign of it being a camper. Pickup and car had gone by 11pm. White van stayed I thought it was abandoned until another motorhome user said he has already had 3 parking tickets on it he is sleeping in it. Car park was very busy with motorhomes if they all had a ticket then the council must be making some money from the Aires let's hope they don't shut it because of a few who mess it up. When over in Ireland 2 weeks ago at Cobh Aires there was a pissed up guy in the path with 2 big chairs singing to some germans .The other campers put a stop to that a load of them got together and told him to get back in his van as it was upsetting the locals he soon got the message.

Well it,s still there and according to the askmid insurance datatabase its uninsured. Was talking to a member of staff in the carvery said the vans been there about 3 weeks. Was busy last night I counted 24 vans if all had paid it must be making money for the local council.

Just checked the parking position. Max Limit of stay 3 days. He must have quite a bill to pay. Its a wonder he hasn't been clamped or towed away. It could be however that he is using the provision of the Criminal Justice and Public Order Act claiming that he has problems preventing him moving on.
 
I just hope it does not attract more doing the same as it will be a shame that a few will ruin it and the council will close it. Its taxed and mot until November and no insurance so will probably not be in his name so tickets may not bother him. Also noticed while in the Toby carvery lots of people coming in mainly woman and using the toilets and going the manager also has noticed it and was not impressed Friday night I hope its not motorhomes and its the beach huts.

The toilet situation is what local authorities expect to happen when they close the public toilets. Darlington town centres only public toilet was closed and a notice pinned on the door advising potential users that toilets were available in the large stores and pubs. The café next door does not have a toilet and the staff relied on the public toilet. I was reading yesterday of an authority that was spending £24,000 on maintain and running one public toilet. They were closing it and instead they were setting aside £10,000 and paying four local business £2,500 each per year to allow the public to use their toilets. t was a requirement to provide public toilets but repealed as a cost cutting measure. No chance of getting motorhome dump facilities provided by the authorities with this attitude of permissive government. We will need to find a way of funding the initial installation which can be £5,000 for the bit above ground plus all the ground works and connection of services added to this. Then there is the maintenance costs.

Regarding the van. It is a wonder no one from the council has come up with the information given here.

Hi John i have read something about the toilets you mention a while back it was just the way the manager said to her other staff who are they i have not seen them in here tonight. There are plenty of toilets a short walk away at 20p a time although the doors are often left wedged open so are free :) . Flyde council did talk about a drain and water tap as it would also benefit the beach huts but like you say the ground works are very expensive. The council are doing a very good job with this stopover in the last year they have made larger bays for motorhomes and have now put 3 extra bins behind the bays they have also got a new tariff if you want to stay the day and night. I just hope all there hard work is not ruined by a few as its a good example to show other councils that the idea works.

I queried if this could affect other users. This is the answer.

There is no reason why one person flouting the conditions of use on a car park would impact on others. This vehicle is being enforced against in the same way as any others would, by the issuing of Penalty Charge Notices (PCNs). A number of PCNs have so far been issued to this vehicle.

Following the advice from a member of the public last week, it was suggested that the vehicle in question is not insured. Unfortunately we are unable to take action on such a legal offence so this report has been passed over to the local Police to investigate further.

Motorhome bay query

We have stayed on the Lytham carpark a few weeks back & noticed that a couple of the Motorhome bays were taken by a small car & a van even though there was plenty of other spare normal parking bays .we were lucky enough to get one of the Motorhome bays but if they are full are we allowed to park overnight in a normal bay but we would be parked outside the bay due to the size. Surely it should say Motorhome parking only on the large bays.
 
Have also noticed this Lancashirelass with the small cars parking in the larger bays. There is a few signs that say something like motorhome and large vehicle parking but people ignore it and park anyway. The other week I was told by another motorhomer that one of the cars parked in the large bays was visiting a motorhome.

At the Swimming Pool Car Park the 8m bays will not be specifically for the use of motorhomes due to licensing and planning restrictions though it is expected that motorhomes would most benefit from this area.

This idea that licencing and planning is needed is a bit of a red herring. The Caravan Sites and Control of Development Act 1960 allows local authorities to provide facilities. It is so called legal experts in the authorities that interpret the act in a different manner to which it was written.

Provision of caravan sites by local authorities
24.—(1) A local authority shall have power within their
area to provide sites where caravans may be brought, whether
for caravans, for holidays or other temporary purposes or for use as permanent
residences, and to manage the sites or lease them to
some other person.
(2) Subject to the provisions of this section, a local authority
shall have power to do anything appearing to them desirable in
connection with the provision of such sites, and in particular—
(a) to acquire land which is in use as a caravan site, or which
has been laid out as a caravan site, or
(b) to provide for the use of those occupying caravan sites
any services or facilities for their health or convenience;
and in exercising their powers under this section the local authority
shall have regard to any standards which may have been
specified by the Minister under subsection (6) of section five of
this Act.
(3) The local authority shall make in respect of the use of sites
managed by them, and of any services or facilities provided or
made available under this section, such reasonable charges as
they may determine.
(4) A local authority may make available the services and i
facilities provided under this section for those who do not
normally reside in the area of the local authority as freely as for
those who do.
(5) A local authority shall, in the performance of their functions
under this section, have power, where it appears to them
that a caravan site or an additional caravan site is needed in
their area, or that land which is in use as a caravan site should
in the interests of the users of caravans be taken over by the
local authority, to acquire land, or any interest in land,
compulsorily.
(6) The power of a local authority under the last foregoing
subsection to acquire land, or any interest in land, compulsorily
shall be exercisable in any particular case on their being
authorised to do so by the Minister, and the Acquisition of Land
(Authorisation Procedure) Act, 1946, shall have effect in relation
to the acquisition of land, or any interest in land, under the
said subsection as if this Act had been in force immediately
before the commencement of that Act.
(7) A local authority shall not have power under this section
to provide caravans.
(8) In this section the expression "local authority" includes
the council of a county and a joint planning board constituted
under section four of the Act of 1947 for an area which consists
of or includes a National Park as defined by subsection (3) of
section five of the National Parks and Access to the Countryside
Act, 1949, or any part of such a National Park.
(9) This section extends to the administrative county of
London and the expression "local authority" in this section
as so extended includes the council of a metropolitan borough

Sites occupied by licensing authority
11. A site licence shall not be required for the use as a caravan
site of land occupied by the local authority in whose area the
land is situated.
 
Quite a few vans (24)here this weekend which is good as its showing the council it is popular.The down side was there were a couple of vans who arrived after 6 and then were off early so they didnt have to pay :mad2: :mad1: .Some nice bars and eateries on wood st which runs parallel to the main st (on the right from the sea front) as well as the carvery at Salters Wharf

We were there in July and I understood the parking notice to say that there is a charge of £5 for a 6pm -10am (i.e. overnight) stay. And that if the motohome spaces were taken you could overhang another bay and still only pay £5.
It's possible I've got it wrong or that the regs have been changed - if anyone has the definitive answer it would be helpful.

We offer overnight parking on St Annes Swimming Pool Car Park only. The fee for overnight parking (6pm to 10am) is a flat rate of £5 irrespective of how many bays are occupied. Multi-day tickets are available for 1, 2 or 3 days with prices applied per bay occupied. Multi-day tickets expire at 10am on the final day.

looks like you've answered your own question. The vans in question left before a warden came round and didn't buy tickets.
