So, if the police aren't going to do anything, (almost certainly true) the council aren't going to do anything, (I suspect they will ban where they can but all and not the guilty) it leaves 'US' to do what? If we aren't going to speak to the people doing it we may as well do nothing. Do you think if the perpetrators wouldn't listen to a reasoned approach they are going to take any notice of something on the internet?

By the way, regarding shoplifting, the item value has to be above £200 before police are allowed to do anything. That's not to say they would want to get involved in any case. I don't have the same regard for our police forces as a lot on here but in any event they know it's a waste of time. Courts are overflowing and prisons are full. The world has moved on from what it was when most of us grew up but not everyone realises how far
The perpetrators definitely won’t listen to a reasoned approach (it’s really naive to think otherwise) and I’ve never suggested they will take any notice of a forum. That’s why I have to laugh when FB groups say “another camper stopped in the pub without using it, come on everyone, do the right thing”. Those not doing it don’t need telling and those doing it won’t listen.

My comment about the shoplifting was referring to how many stand by (for obvious reasons) while shoplifters brazenly steal things, openly and unchallenged.

By the way, the police can do something about shoplifting under £200. They choose not to, due to resource issues. The act allowed people to plead guilty by post for item(s) less than £200, but it doesn’t prevent police forces from attending.

As a nation we’ve gone soft (systemically). A presenter gets sacked for one instance of inappropriate language (that he denied) while many city centres allow crackheads and scum to run unchallenged.

Goodness knows what the answer is, as those in power seem unwilling and incapable of doing anything.

There definitely is. Archaeologists use it to detect ancient DNA to see which animals or peeps were at a site. They find tiny traces in soil.
 
The Environmental protection Act (1990 amend) deals with the responsibility here, a person knowingly and illegally disposing of human waste in an inappropriate manner is committing a criminal offence, punishable by imprisonment.

Issue is funding (as always) the Police will not commit finances to what is (in their view) a minor issue.

If a copper stumbles across such an incident while it’s live they will almost certainly take action, but they won’t investigate an incident after the effect, as they have more pressing things to do.

Councils are much the same, no facilities means no on costs and the dumping is generally not on their doorstep, when it is they’ll put up a height barrier and more the issue on.

The actual issue is actually a lack of education and respect.

I spoke to both and both times I was threatened. The one I reported returned to his van and came out with a mallet and threatened to smash the windscreen. That is why I reported him. The other one did threaten me, but also looked a bit sheepish, so I figured he would not do it again.
 
What I cannot understand is the reason anyone would photograph someone emptying a cassette, send the pic to the council, and then brag about it, when they could have walked over and stopped them.

It always amazes me how some people think you can reason with these scum. You can’t. The best response is a verbal threat against you. The worst is violence on you and your van. It’s really naive to think otherwise. I’m glad you’re okay.

Cheers. After the first one who just told me to f off or else, I didn't worry too much about the second, but now? I would just report.

As an aside, I spoke to out Environmental people at the council (North Northants) and they confirmed it is classed as fly tipping. Our council is very proactive on catching fly tippers. They do their best to find information on where the waste came from. But they did say a photo would not be enough. It would be a video or there would be just a lightly worded warning. "If this is you in the picture, please note... "
