As Elaine just pointed out, Rob, HMRC are allowed to miss their, ahem, 'targets' by 100% or more [until the 12th of never, and that's a long, long time ...] with impunity, but there is no discretion or tolerance for us, as the taxpayers whose taxes help to fund the bloody incompetents who are employed to deal with the taxes, if we need to miss or extend a deadline - and, with the 'additional taxation Notices' to collect the underpaid tax because the Chancellor has continued to freeze the Personal Allowance, the existing staff will be inundated with queries and payment processing [and how will HMRC implementr the waiver of tax collection for Pensioners whose sole income is the State Pension - divert existing staff to the task?] - there is no leeway at all! I would describe HMRC as an absolute shambles, but that requires the institution to be 100% inefficient, and they can't even stoop that low ...Make an offer like Antonio did to Shylock Steve.
It would hurt less!
