Could be the speed stickers are only a requirement on goods vehicles? Like when the speed limit sign have a weight sign and a sign with a truck underneath the speed limit sign. MH's over the weight displayed are then not included at that limit.
Looked at a few used french MH's, all over 3.5 tonne, some had stickers some didn't.
