I was going to say it is quite clearly stated in the OP, but it's stated in a strange way, WTH is "maximum unladen weight", surely it's purely the unladen weight which is a single figure for any single vehicle.
The maximum unladen weight of 3.05t determines the speed limit you can drive, over the maximum and your max speed is reduced by 10mph.
This is how it’s described on government website.

The maximum unladen weight of a motorhome or motor caravan is 3.05 tonnes, and the speed limits for these vehicles are:

Sorry Colin but it seems clear to me.

Also whilst on the subject of driving in Scotland, remember rightly or wrongly, our drink driving limits are much lower than England and Wales. So do be careful.

My point is it should say "not exceeding 3.05t unladen weight", and "exceeding 3.05t unladen weight", using 'maximum' makes no sense to me.

Ah , must learn to read !

I'm sure you are right . Still news to Mr Dopey here
None of us know everything, we all have gaps, and sometimes we simply forget.
It’s all part of being one of these human thingyamagig thingys. :)

Sorry Colin, I reckon you are actually now confusing what was clear as day.
AFAIK when the unladen weight is determined, it is a fixed figure, there is no 'maximum', it's pure bad English, and not spoke like what I do (said in Ernie Wise accent)
And while I'm in a grumpy mood, these speeds are not the 'safe' speeds to drive at on any given road, they are the legal limits.

I'm wondering if we can fined a guinea pig to test this, using the fact that their MH has a minimum unladen weight ? 🤣
Any volunteers?
