Oops Don't go that way....

From the picture it doesn't look that bad, he still has a few feet in front of him to go forward and turn. Obviously a picture doesn't always show the full story, but surely the recovery vehicle has still got to get the van round the corner to winch it on board.

Or is it simply that the motorhome is just too heavy to make any progress up the hill?

25% gradients and 6 or 7 buses a day according to Julian's second article.....got to be mini buses surely?

Vehicles over 3.5 tons not allowed . Hefty fine possibly ?

And deservedly!
I was speaking to French motorhomers years ago about road signs stating that vehicles over 3.5 tons not allowed because I had just uprated my van to 3.7T, they told me to ignore them because it didn't apply to motorhomes.
Needless to say, I ignored them instead.

He needs a hefty fine and made to take another driving test

A length restriction would make more sense on that road. You can get 6m long vans with a 5 tonne GVW which would have no problem on that road and 7m vans at 3500 GVW who would have the same issue as that van, depending on driver obviously.

Looks like the only tight corner on the road, and the recovery truck would have had to reverse round a few hairpins.

Exactly, at 7.5m I wouldn't want to do that pass, but prior to up-plating mine was 3.5t. Bet @barryd would have a go.

Motorhome jammed on bend blocks Swiss traffic for hours - SWI swissinfo.ch https://share.google/mmahTgQC7fOOoYn0v
There's a bend a mile from.here that is a little more difficult than that one: both tighter and steeper.
Never a month goes by without a truck getting jammed on it, despite the many warning signs.
Never heard of a motorhome getting stuck there. I'm not confident I could get my motorhome round it, so I go round the other way.
