Water pump

The cheapest shureflo accumulator I can find, It is preset to 20 PSI, now my pump is also 20 PSI, so help! this is cabbaging my brain. The accumulator is only charging to 20 PSI. What pressure will the pump kick in at i.e 16 PSI so is this going to make much difference.

Or does the accumulator hold a reservoir of water at 20PSI for several seconds. hence reducing the number of times the pump cuts in.

 
The two work together I think there is a bladder in it to stop surges and banging etc, the pressure drop or tap switch will turn the pump on and it'll do its job then repressurise the system/accumulator.
