Never seen anything about needing a letter, certainly don’t with the water providers I have been under. The exemptions are for individuals though as you say but you don’t have to have a blue badge to qualify. Caz qualifies as she is on the priority services register with the utility. Can’t remember what is needed for that but people do need to check themselves
