I have contacted all of the services providers, the Department for Transport (DfT) and Highways Agency about motorhome service points.
Only the ones on the M20 at the Tunnel and Cobham M25 have toilet drop points. Tebay on the M6 has a campsite attached to its MSA but has drinking water available
Cobham the toilet dump points are free to coaches with over 25 seats. Motorhomes have to pay £5.
Please do contact the MSA operators as they will only provide facilities if there is a shown demand. The department for Transport (DfT) has made it possible for MSAs to provide these facilities since 2008, together with a minimum provision of 2 parking spaces for disable motor caravan users close to the entrance of the services building.

We offer fresh potable water at our North and South-bound forecourts.
There are no facilities at North or South for formally sluicing grey or black waste as we have our Caravan Park on North that has all the required facilities.
Later they replied that they are opening the services at Gloucester on the M5 and are now aware of our requirements.

Thank you for your email regarding Motor Caravan parking facilities.
I can confirm that the cost for a 24hr ticket is as follows -
£20 at Baldock, Blackburn, Cambridge, Cullompton and Peterborough.
£25 at Beaconsfield and Cobham.
The provision for drinking water or electrical hook up is not available at our sites, however we do have waste dump disposal available at our Cobham Services which costs £5.00.

Thank you for your email dated 14th June 2013 regarding the provision of overnight parking facilities for caravans and motorhomes.
Since 1992, it has been up to the private sector to identify, acquire and operate motorway service areas within the requirements of Government Policy.
All service areas provide some parking availability for caravans & motorhomes and as quoted from the policy Operators 'may' choose to provide the services you enquired about but will make this decision on a commercial basis as all motorway service areas are commercially operated by private companies, working within the boundaries set by government policy which is one of deregularisation.
The primary aim of motorway service areas is a safety function to enable people on journeys to take a break, they are not required to offer full camp/caravan site facilities. After contacting all of the motorway service area operators, I can confirm only the new services at Cobham offer the facility of a toilet drop for £5 .
As an Agency we do not hold the details of all the trunk road service area operators centrally.
