My understanding is that they are able to close that road for both of the solstices, it's not to do with covid especially but a crowd control thing. It is open other times.

It looks like they are closing it on lockdowns as well and they had a big anti tunnel demonstration one day last week so they might have had prior notice and closed it just in case.
