As many are aware I am not pro establishment but in this case I have some sympathy for councils. Many public loos are restricted or closed due to damage and misuse by the idiots within our society, not only physical damage which costs loads to repair but Councils are also nervous/scared of injuries taking place within their property, needles and children being an extreme but possibly incident. Truth be told, if loos weren't abused more would be accessible
How RidiculousI was passing through Bury in Lancashire a couple of weeks ago and phoned the Caravan Club to ask if I could empty our cassette at their site at the Burrs if we paid a fee? They told me I would have to book and pay for a pitch for one night to get access to any facilities. They also said it would be the same at any other Caravan Club site.

Went there first and the toilets were bolted , there was a lorry dump point, but was scared to use it as it had been cleaned and I was not sure it was actually dump point.Then you could have just used the dump point at the showground!
