Perhaps it could be done informally on a small scale and just involve chosen friends from, say, this website?
OK, it might not work commercially, but, with reciprocal agreements, it could mean some mutually beneficial arrangements. They could do the same for you.
Looking at DT's garden photo reinforces this idea.
I feel that a full-blown official set-up could become too stifling and restrictive. That's what red-tape generally does, imo.
