Right to roam.

Folk do what they want here, litter dog crap etc, council and police have no power or just dont bother, keeping the Indians at bay is the top priority, and not very good at that either.
Also not enuff plod or council workers on the job, those that do try dont want a Glaskie kiss from someone they tackle about dumping or littering.
