That's the slipway for the 2 car turntable ferry. I have not used the ferry but visited the slipway. It is quite steep and has a row of some kind of mooring rings down the middle. I wonder if he was trying to turn round and lost grip or just made a mistake?

I doubt he was trying to board the ferry when this happened.
