Nova new requirement before registration

A bit of information that might in the future save you some time,and maybe money. From the 15th April 2013 any imported vehicle needs to be registered within 14 days of import to the HMRC NOVA department (notice of vehicle arrival) you cannot get a number plate if the vin no. of the vehicle you trying to register does
not show up on the NOVA data base.

This requirement is also retrospective so if you purchase a vehicle that was imported 8 yrs ago then unless the importer has realised the new requirement affects them and filled in the Nova requirements you wont be able to register it, as I have just found out! Its all to do with VAT fraud. So if the importer was some type of fly by night operator and a NOVA was'nt declared I would imagine it could get very messy .My fingers are crossed!!
 
yes it is a new system and like you I have in the past imported vans, from the Irish Republic to the UK, Where it now differs is that when you went to register your imported vehicle in the past you only had to show the receipt of VAT paid to the HMRC, usually in my case paid at Holyhead docks,now you have to go on line and fill in the forms ,thats not a problem if you yourself are the importer but if you are buying off an importer you are dependant on them completing the forms and if they have'nt,within 14 days of it arriving in the UK they can be fined £5 for every day they are late,which could be a big incentive for a fly by night importerto do a disappearing act .
HMRC warn you to check out any unregistered vehicle you may be interested in on the NOVA database before buying.Its strange that it has been made retrospective usually with these things it is every vehicle from the date of the new rules.

I have bought from a big importer of Military vehicles in the Doncaster area and they have been caught out with the retrospective thing,and they have hundreds of vehicles imported unregistered,for instance the 508 ambulances were imported 8 yrs ago, ,fortunately they are a very proffesional outfit and I don't expect to much trouble ,though it has delayed me for a further week at least
 
You are right there are a lot of different bits regarding visitors with vehicles and there length of stay etc ,rules for boats ,planes, diplomats
 
all that is new is that they now have to be registered with NOVA ,there are rules for bonded warehouses,but again as soon as they come out of the warehouse into circulation then NOVA have to be notified ,and if the vin no is'nt on the database you cant get a number plate,and if you are not the original importer there does'nt seem a lot you can do about it. There are rules for VAT registered and non VAT registered importers ,new vehicles and used vehicles .
I have'nt spent a long time perusing the rules its just that I think it is something worth pointing out to everyone,we all at some time or another have fell for some form of scam to a smaller or greater degree ,and I guess a little info passed on is forewarned forearmed
 
Dont forget on vans, the vat (if vat regd ) is reclaimable and chargeable by theoriginal buyer when they dipose and the circle carries on until purchased by a non vat regd buyer

I assume it works the same abroad and has implication on importation that the vat has never been paid in the originating state so becomes due here

I don't see what's changed? Other than another level of on-line database form filling.

When I imported my Canadian campervan the port authorities would not even let me move it without paying the VAT first. Also would not be able to register it without the HMRC receipt.

I used to import new vans from the Irish Republic I simply paid the VAT at the port and they would give you a receipt of payment,Holyhead in my case ,fortunately the customs house was on the docks so it was easy enough ,of course you did have to have all the relevant paper work for the vehicle,you could then go to the local dvla with the paper work and get a reg. number,now you have to go on line ',HMRC ON LINE SERVICES' and register the vehicle with NOVA.
To access the on line service you first have to enrol on the Government web site and you are given an ID NO. and password , all this is not a problem until you buy an unregistered and not NOVA notified vehicle that has at sometime been imported,then you are at the mercy of the original importer, if the vin no is not on there database no reg no.. ps Boats and Planes are exempt from NOVA
