About time to,but what of the folk who have been robbed up to now,refund is the only decent thing to do.

Brilliant news, but as Trev says what about those who have been robbed.
Also will this affect the £460 a year levied on them also.
Surely that will change also.

Yes... Our new van was registered on the 5th March - if we'd waited a week we'd have saved £2.5k a year for the next five years. Further if a potential future buyer is considering our van vs one registered a week later, they're not going to buy ours are they!

The policy paper from HMRC (https://www.gov.uk/government/publi...2020/vehicle-excise-duty-rates-for-motorhomes) suggests that this change won't be retrospective, although it's not clear what that means. Recently registered owners should write to their MP at once before the Finance Bill becomes law!
