You are right Halfords do state that.

However there are many sites selling these as road legal and many HGV's and PSV's now have LED tail/Brake/Side and indicator lights. Many lorries (as well as boy racers) have their vehicles festooned with strings of LED's.

Maybe the police turn a blind eye if they are illegal?

there are special LED flasher relays to avoid using ballast resistors

There is actually a safety benefit to installing LED brake lights insofar as they illuminate quicker. 200 milliseconds faster than a conventional bulb. If 0.2 of a second doesn't seem like much it can be a vehicles length or more.

I believe that all cars that have HID lamps have headlamp washers fitted, these are a failure point at an MOT if the washers are not working.
