It sounds like you are describing this kind of setup?If its anything like a ford there is a central rod that fastens to an equalizer bar and then two cables are connected from the rear brake calipers to the equalizer bar. Adjustment is made on the screwed rod section of the cables which go through the equalizer, not a difficult job.
Are you sure there is no cover you can make it? there will always be a cover over a handbrake and I know there is a removable cover on the Ducato X250 (2006-2014) van as I have removed it a few times!Anyone know where the tightening nut will be to the hand brake?
It's an Adria Coral 680 SL on a Ducato 18JTD LWB. The hand brake is low down on the right hand side, there is no obvious cover that I can see that would give me access.
I am sure there isn't a cover but I will have a good dig around after the weekend when I'm back from galivanting. The hand brake is level with the step into the cab and almost butting up to a where the Truma is sited.It sounds like you are describing this kind of setup?

But .... if my memory serves me right, there was also an adjustment on the handbrake as well. The one in the photo for the larger adjustments and the handbrake lever for finer tuning. This might be the case for other makes?

I've not adjusted the handbrake tension on the Ducato myself so can't tell you if it will reveal anything when you get the cover off, but it will come off
