Fuse box removal Citroën Relay 2008

Hi, I'm changing the front suspension struts on my 2008 Citroën Relay. Watched a number of you tube videos and for the drivers side the fuse box is loosened and pulled out of the way.
My fuse box has a metal shield covering the plugs and the all important panel bolts.
This shield looks like it's riveted.
Do I really have to drill these rivets out?

Just got to the back of one and it's threaded. Security bolts where the head sheers off on fitting.????

Yes it is. What a stupid idea.
Only a bit of swarf around an electric panel .
Pretty certain that the shocks haven't been changed in it's 155,000 mile lifetime then

That looks like an accountants bit of engineering.
