Actually my point was more general. However I do know a resident from opposite the area in Cleveleys who justifiably had such complaints and I have seen long term vans there set up with even gas bottles on the pavement. Some of these may well have moved to Fleetwood with the closures at Cleveleys.
I very much agree that there are better ways to deal with the problem than blanket bans.

Obviously you've seen some misuse yourself, but don't you think members of the public just see one white box being replaced by another, and don't know the difference?
 
I was talking to dealer he told me that elldis could not supply a new van until 2017 .if you go on popular sites motor home's seem to equal number of caravans .Make's me think wilders are small minority.

I have sometimes thought that too. So many people do not think of using other than campsites. I've even seen some pompous types on other motorhoming sites saying that if you can't afford a campsite then you can't afford a motorhome. A point of view I suppose. Not one taking account of preference.

There's something deeper than conscious thought when thinking of buying a motorhome. Has anybody every seen advertisements for motorhomes with pictures of motorhomes on a campsite? I haven't; they're always by a mountain stream, on a beach or by a lakeside. All strongly reminiscent of wilding rather than campsiting. There's something in that appealling to all of us even those who are not wilders and a puicture of a motorhome on a campsite would not have the salesman's desired effect.
 
You all make some valid points over Fleetwood parking, and that of Fleetwood is being echoed all over this land by many councils. Yes it people in motor homes staying for far longer than they should, it's people who put their deckchairs out barbies, tables, gas bottles, waste containers in fact set up encampments and that is why we have CAMP sites. Wild camping with a motor home is being stealth, canny and go unnoticed by residents slip in slip out leave no evidence of being there. I personally arrive late evening sleep that night get up next morning and enjoy the area, and then when the residents start to notice me / you early evening move on even if its just down road a mile or two, and never never park in front of residential housing. The biggest problem that got us notices by local councils was when some well meaning person wrote to all councils and asked where we could wild camp for free THAT WOKE THE BIG GIANT UP and now it's snarling loudly. We all now have a part to play in making that GIANT (councils) go back to sleep and then we can all co-habit peacefully together
 
Wyre Council have replied very promptly. The PCN Code they intend to use is PCN Code 95. This is "Parked in a parking place for a purpose other than that designated".

The prohibition on the notice is for camping and sleeping. If we have barbecues out or something of this sort then that's it, you're caught and you're camping. Otherwise I don't see how the Traffic Adjudicator can be persuaded that you're camping instead of parking.

The prohibition on sleeping is the usual thing we've seen often. I don't see how it can ever be proved that you were asleep and councils routinely complain that they have difficulty proving sleeping.

Certainly when North Devon District Council tried it with me they abandoned their PCN at the first informal stage. I wrote of it here http://www.wildcamping.co.uk/forums...ale.html?highlight=A+long+and+mysterious+tale and good things happened in Devon after that.

The notice, like "No Overnighting" has no teeth and is meant to intimidate.

I intend to ask how they intend to monitor whether or not a vehcle's occupants are sleeping.
 
Wyre Council are being very prompt in their reply.


On the points you raise I can offer the following advice:

1. Occupancy will be proved by observation and supported by Civil Enforcement Officer’s notes. This would be carried out over a period of time.

2. It is permissible to eat food on all Wyre Council car parks but it is not permissible to use cooking devices of any sort whether in or out of a vehicle not least for fire hazard precautions.

3. No peering through windows will take place but again this will be proven by observation.

We are within our rights to implement conditions of use on our car parks and do not have the facilities or licence to allow camping/sleeping overnight. If it is allowed then others will follow suite and that is not the purpose of the car park. There are ample caravan and camping sites in Wyre to enable overnight stays.


It seems, so far, that simple, assumed, occupancy will be enough reason for the council to issue a PCN for contravention of the no sleeping rule. I've not been able to find a PCN taken to the Traffic Adjudicator so I've not been able to find if this is sufficient proof to support a PCN. Instinct tells me this is not enough evidence but we'd have to have a PCN get that far to prove it. No council, so far as I've been able to find out, has ever allowed a PCN appeal to get that far. The usual complaint from parking managers is that the difficulty of obtaining proof is too great.

It's the usual response - even to the "we have plenty of campsites here" comment.
 
No peaking through windows eh? Looks like they will have to make use of plan b.....standing by the van with their Snoreometer
 
Asked for clarification about the signs, Carl Green, Head of Engineering Services claimed that the council was responding to complaints from residents.

I asked for details of all complaints in the last three years using the FoI. There were no written complaints. In the last three years there have been six verbal complaints about all 27 car parks under council control.

No car park received more than one complaint, There were no complaints about Marine Hall Car Park . Three complaints were about noise and boy racers. Two were about caravans (possibly Travellers), and one was identified as the presence of Travellers. None were about motorhomes

Trying to park at Fleetwood this afternoon,every space taken,including 3 or 4 by this idiot,as snapped by my passenger

So no camping, no sleeping and no dogging either :)

Was talking to someone recently who says he used to stop off in Fleetwood and Blackpool a lot in his MH but the councils put a stop to it due to people emptying their waste before moving on.
 
I was cycling past the Marine Hall yesterday and the council workers were installing the height barrier.
