Looks like a very extreme case to be fair . Being a residents parking area probably difficult to argue that you weren't the driver ?
Not sure why someone would not get a free permit and then rack up a bill for nearly £25k .
In my experience the law doesn't appear to be applied for individual [normal?] cases . Certainly had 3 supermarket tickets in the last 2-3 years . Ignored them . One letter then no follow up '

In my experience [see previous] the rules aren't , usually , applied .
Interesting [bizarre even] the examples given by yourself and robmac were both for people not obtaining the free permit at their place of residence . Possibly the amount of debt they had rung up [25k?] made it worthwhile for the companies to go to court .
 
All this means is that I will no longer go to Hermiston gate shopping, I can find the same shops there but in a. More welcoming area
 
Hi, anyone live near or passing Hermiston Gait Retail Park, Edinburgh. We’ve received a parking charge notice that we want to contest. We went to Tescos late at night whilst driving home from Scotland, bought some food and ate it before continuing south. The notice states we were there when the retail park was closed. I am 99% sure that I checked the signs nearby and there was no mention of a closed period. If anyone lives nearby or is passing, could they confirm, preferably with a photo. I know the ins and outs of just ignoring the notice, but if I am right I do want to appeal.
Ignore, don’t reply with your name. They can’t convict without a name. It’s a civil matter unlike council parking fines.

Yes, I do. Parking is when you stop a vehicle and leave it.

Waiting is where you stop a vehicle and remain inside.

My OH gegularly goes to the gym and sometimes I wait in the car outside for her to emerge.

The road the gym is on has paid-for parking and the signs say 'no waiting'. The side street has paid-for parking and there are no 'no waiting' signs. Sure enough, sitting in the car with no ticket on the side road I get ignored by the parking man.

I think most (if not all) debts are sold on . For a £50 debt (for example) I wouldn't think a company would invest much more than a couple of phone calls and a letter.

Casual observations tells me they don't ticket cars with drivers in them .
Possibly for legal reasons or just because driver could drive off ?

Casual observation from the viewpoint of sitting 'waiting' in the side street has shown me the parking man approach cars stopped with drivers in on the road with 'No waiting' signs. On both occasions the cars drove off, so no ticket was issued.
If there is no distinction, what are the 'No waiting' signs for?

False dichotomy.
It is not personal opinion, it is recollection of the law.

I do not recall the specific legislation, any more than I recall the legislation that imposes speed limits in built-up areas or the one that requires third party insurance.

Nevertheless, I am confident that all three have legal basis.
