Vehicles will no longer be allowed to park overnight in county council owned car parks along the east coast.
Earlier this week, Lincolnshire County Council's planning and regulation committee supported new proposals to stop vehicles parking in coastal car parks overnight.
Cllr Colin Davie, executive member for economic development, environment and planning, and local member for Ingoldmells Rural, explains:
"As these sites have become more popular, increasingly they are frequented by motorhome users. The oversized nature of these vehicles has led to more incidences of obstructive parking, and greatly reduces the space available for other visitors to the beach.
"Also, with no facilities for these vehicles at the car parks, we often see grey water and waste left on site after unauthorised overnight stays.
"From November 1st, we will introduce a parking order which will prohibit parking for all vehicles in our car parks overnight, and at all times for vehicles over 6m in length. Until then the existing byelaws prohibiting overnight camping will remain in force.
"We will be able to issue a penalty charge notice (fine) for any contraventions to the order. Signs with all the information will be in place shortly.
"Being the local member and having worked with the parish councils in this area, I know this will be very welcomed. We needed to take strong action as the height barriers we have in place currently and byelaws aren’t really doing the job."
Coastal car parks which are affected are:
  • Anderby Creek
  • Huttoft
  • Moggs Eye
  • Marsh Yard
  • Six Marshes
  • Wolla Bank
Alongside the rule changes on overnight parking, the Committee also voted in favour of introducing car parking charges from Good Friday to 31 October each year, which will be introduced from Easter 2022.
Charges will apply from 10am to 5pm. Car parks will be open from 6am to 10pm.
Visitors will pay by phone and the charges will be:
  • Up to one hour - £1
  • Up to two hours - £2
  • Over two hours - £4
Disabled badge holders will be exempt from the charges.
Cllr Davie, adds:
"We're working with residents to find the right solutions for the areas. The parking charges have been introduced to enable the authority to properly manage the car parking at the sites and in particular during the busy summer months.
"Also, to ensure drivers don’t park dangerously on nearby roads, we've introduced waiting restrictions to maintain clear visibility at junctions, keep access roads clear and protect private accesses."
Graham Fisher, chair of Anderby Parish Council, adds:
"This is absolutely a win-win for us and can't come too soon. The Council has already helped by putting double yellow lines in the village, and now a managed car park will make such a difference.
"We've been asking for this for a while, so I'm really pleased to see that the county council are bringing in these better regulations which we know will benefit both visitors and residents alike."

Not being allowed to park in the day is blatant discrimination and maybe illegal. I hope it gets challenged.

As we often alternate between wilding and small campsites such sites will lose out.
So wrong etc etc
By alternating we also totally solve the alleged grey water and rubbish problem and cassette emptying !
As has been observed before the rubbish issue is more a result of car visitors without their own space to keep rubbish on board.
Again casually purchased tea/coffee/snacks may well generate said rubbish. But preaching to the converted.
I could suggest that in-breeding is rife amongst Lincolnshire councillors ???

They've been quiet a long time. The council tried this before. This is Colin Davie from that time - 2014 I think.


He was accused of racism at that time - Travellers (motorhomers) equals freeloaders - and coupled with active resistance at Huttoft the council backed off. The full clip is here
in which the number of complaints was specified = 200 I think. Freedom of Information rquest provided the information that there were none.

The council backed off - helped by the fact that of two tickets issued and got to court (bye-law contravention) resulted in one conviction on a pleas of guilty and the other initailly found guilty by the magistrate but overturned on appeal by the Judge who rebuked he council for abusing its powers/

EDIT> Listened to the clip again. The Presenter said, "hundreds of complaints". There were none.

As I live in Lincolnshire and regularly walk along by Huttoft car terrace it’s the few spoiling it for the many.Twin wheeled Motorhomes and various other campers parking lengthways taking up multiple spaces.Greedy and selfish.And tables chairs awnings up etc typical camping behaviour.I don’t believe the dumping of toilet waste claims though.I don’t think the council though can see further than their noses. Why didn’t they capitalise on this by introducing overnight charges (reasonable of course)and let Motorhome stop.The car parks are empty at night normally when charges are in place so could have made a tidy income from this. They could enforce contravening of parking rules by making sure people are in one paid space and not multiple bays and rightly so! Not exactly rocket science is it. Councillor Colin Davie must own a caravan site local I’m sure.

I don't see how you could class it as discrimination as all vehicles over 6m will be banned not just motorcaravans. It's similar to many carparks that have a 2t weight limit on them.
 
Just another ridiculous situation, only brought about because a minority of Moho/caravanners take the piss. Nobody wins now, we lose a great overnight parkup, the local economy loses our money, & the council loses our support. The litter will still pile up cos it was never really our litter. Surely a better solution would be a 48hr limit on parking, no fires or seats & tables set up, & a reasonable overnight charge applied. If these people were moved on after 2 nights everything would be OK surely. Outcome is this new bill to criminalise us all, which we all know will never be applied to the original problem group, but only used to make things harder for people like you & I to enjoy what should be our divine right to park & sleep in our vehicles.....

Correct on all points . Don't deal with a problem just ban it . As you say a lose lose situation .
 
I have overnighted at Huttoft, 6 Marshes and Moggs eye a number of times (not lately) and got to know quite a few of the 'regulars' in motorhomes. I am very critical of bad behaviour by other motorhomers but I did not see any bad behaviour by these people. Most of them were fairly local and some rented out their houses to visitors to the area and lived in their vans. The tiny amount of questionable behaviour was by other motorhomes who felt they had a right to park on Huttoft Terrace for weeks, put out all their chairs, BBQs and kids playthings etc. One or two of these were too lazy to take their cassette for emptying in the toilet, so just emptied in the Dunes behind the parking area.

As for mess, it was the day trippers in cars responsible for 99% of it.
 
I think I should point out to the knowitalls on this forum that Councils employ the brightest and the best people to smoothly organise and run their local area. This means they are more clever than you lot and know what is best, as in my example below.

I've had a bit of fun looking over my old records of the Huttoft saga. Sadly much of my stuff has gone and the internet references to old newspaper reports now show as page not available. But Huttoft was something a little unusual. A group fo motorhomes willing to cause a fuss came together with other groups, fishemen, lorry drivers' organisations and the council made mistakes. Such as blaming campaigners for destroying Huttoft Height Barrier until it became proved that the council had removed the barrier themselves – or a contractor had done so on the council's behalf.

There were local rumours, never with any proof, that a proposed sale of Huttoft Golf Course had something to do with the ban and that Colin Davie stood to make a packet out of the sale. I was never sure how that worked but that was the local gossip.

Godfrey Bloom who was a fairly colourful Member of the European Parliament also weighed in with a letter to the local press. Sorry about the reproductions – I copied them directly from the newspaper web pages as pdf copies and now can't do anything with them except publish as an image.

I honestly do sincerely believe that the vast majority of our touring problems are being caused by the selfish MoHo owners who drive around in truly massive, gargantuan vehicles that take up obscene amount of space on the roads and in car parks and are so often driven by people who can't drive................ oh and many of them towing cars either on A frames or trailers which of course they can't reverse!

only time will tell, but blame me, you dont no ive been, i pull up make a cup of tea, and and i only leave the wind, oh and snow, an so i go, im off can u smell me.

I have to agree with this. I do frequent other sites as we all do. Near the top of the list of modifications is a tow bar for towing a car with an A Frame. Then you get the guys who have tag axle MHs who find the vehicle to big to park who then add a towbar and a car on the back.
 
Not saying this isn't a problem, but surely our main problem is getting blamed for every bit of rubbish, & every misdemeanor seen by the public & blamed on us. My bus is fairly big at 7.7m but I don't cause problems for the public.....

Was there a few weeks ago, even when we turned up early morning thought some where being totally selfish, we left early afternoon as it had become very busy. Cars everywhere trying to park and vans parked side on, some of those end on with awnings out, no wonder we are not made welcome.
 
We can identify the genuine offences quite easily. What they amount to is camping behaviour in a car park. Quite easy to remedy. Ensure the Off Street Parking Order identifies parking outside a marked bay is an offence. There is a PCN Code for this: PCN Code 86 - http://www.newparkinglaws.co.uk/post/PCN-Contravention-Codes

For longer vehicles then pay for two bays. No need for draconian banning measures. Other offences do not result in a blanket ban; they result in a Penalty Charge Notice. Do the crime, pay the fine.

The answer is so simple that there must be some other reason for the ban. It's unfortunate for Lincs CC that they have a rich record of corruption.
