If it's a modern tap, with ceramic washers, then you need to take the tap apart.
The handle will be held on with a 'secret' grub screw, usually hidden behind a small disc that can be levered off. Then there'll be a larger screw / bolt to remove that will allow the ceramic cartridge to be removed.
When my mixer tap dripped I was able to remove this cartridge and take the ceramic washers apart. There was a build up of limescale on the washers, hence the leak. Easy repair / clean.
