Thanks Alf. I already had the PDF. But it doesn't explain where the washers are. However, I took everything apart methodically and found a bit of debris pressed into the washer that was causing the problem. I swapped out the washers and o-rings on both taps as a matter of course.
To get to the main washer you have to remove the taps by pulling them then remove the plastic nuts on each tap, take the faceplate off and undo three screws on each tap unit. (It probably easiest to pull out the the t-bar connecting both taps and work on each individually). Then you have to pull the spindle out and the the washer and o-ring are located at the bottom.
There are loads of o-rings, some in the t-bar etc. But I just gave them a clean up.
It was a lot easier than I was anticipating.
