Article fails to mention where exactly these vans are parking illegally. If it is council car parks then you can bet they would have been hit with a PCN. I wonder how many have been issued...not many would be my guess. Otherwise illegal parking (causing an obstruction) would have been dealt with by the relevant authorities and the council would be unlikely to know about it. Yet again the word Illegal bandied about frivolously just to paint a bleaker picture than actually exists.

Would love to know what action the council proposes taking against all the car drivers that have illegally driven onto the footpath / pavement to 'park' , throughout the county.
