While looking for some info for some friends travelling down to Spain found a link to a website for Spanish Areas de Servico La P.A.C.A. WEB although only some of the site is in English you can find out what you want using Google translate.

I would have a good look first as many are being closed as the wrong travels have been using them and leaving loads of rubbish.

Its a problem we have found all over Europe where groups of gipsies/travellers have taken over places which were only intended for casual stops. Result is the places are then closed but don't see what an be done to stop people abusing them.

My personal view is that I only stay a few nights on these places, if I was staying longer (a week or more) I would probably go on a campsite.
