2011 VOSA changes to MOT

Still 13 months away until these new regulations come into force, but some interesting changes. From MOT from December 2011, the below changes will come into force, which will be very bad news for some.

HID lights – Specifically those aftermarket kits that give the very bright headlight beams. Any cars found with these kits will be an automatic MOT failure. Testers are able to easily spot the difference between HID kits, and manufacturer fitted Xenon’s. Easy to spot as Xenon cars have suspension level sensors, in car beam adjuster, and usually headlight washers.

Chipped ECU’s - Unsure of just how/if this one will realistically be enforced, but any cars with chipped ECU’s will in theory be an MOT failure. I can only assume VOSA have found an easy way of checking ECU software through the cars OBD port (diagnostic plug).

Wiring harness – The general condition of he wiring harness will be checked to make sure there is no rubbing or chaffing, and that the harnesses are in generally good condition. If unsecure, or damaged again MOT failure.

Airbag warning lights - If any warning lights are illuminated, it will again be an MOT failure
 
There was a thread on a VW forum about this recently, which of course cross referenced to another et al. Some of the members that commented are in the trade and looking back over the thread, no one had seen anything official from VOSA. There was a question raised about how the wiring could be checked without stripping the vehicle down and also how remapping could be accurately checked. I will let us all know if anything more is raised on the matter, the thread fizzled out after a few days which usually points to a hoax of some sort - though to what end I don't know.

VOSA and the DfT are considering how the EU requirements are going to be incorporated into the UK MOT test.

As far as ECU modifications and wiring are concerned it looks as though it will be a purely visual inspection.

Interestingly it seems that there might be a common EU test certificate eventually, if that is accepted in the UK for licensing purposes it could make things a bit easier for long term travellers, who might not have to return to the UK for the annual MOT.

Now this is something I am really interested in - anybody know what the timescale might be? We can renew our Road Tax and Insurance on-line while we are travelling but it is the bloody MOT that always gets in the way.
 
Is there something upcoming about having lights on in daylight (like Audi/BMW seem to have now). If so, does anyone know anything about this?

Hope thay also pick up this craze for blue lights on non emergency service vehicles

The Swedish car Volvo have had day lights on for as long as I can remember. I think it is part of the regulations back in Sweden.

I've heard some discussion about it - I think that all new vehicles produced from 2011 will have to have DRLs, but as far as I know it will be up to individual countries whether they require older vehicles to display lights during the daytime.

I thought it was illegal for non-emergency vehicles to display blue lights, but the law seems a bit vague. It is illegal to have flashing blue lights (beacons), any blue light to the rear, and blue position lamps, but it seems that 'ornamental' blue lights might not actually be illegal?

Volvo

The Swedish car Volvo have had day lights on for as long as I can remember. I think it is part of the regulations back in Sweden.

hi david & ann. i had a volvo and it took me ages to turn them of pull the fuse because everyone kept saying YOUR LIGHTS ARE ON in the day time now i have fitted day driving lights to my camper ironic isn't it. happy caming
