Have you thought about staying at one of the many railway stations that service Valencia? They have regular services into the heart of the city. I've used La Creu del Grau

In the past. there was/is a large area of waste land opposite the station. Or try one of the many country station car parks

On our way down this winter we stayed at the aire at El Saler (just south of Valencia). It is 12 euros per night (including wi-fi) but it offers security while you get the bus into the city from just outside the site. The busses are very regular and take about 20 minutes into the city. Yes, that one is OK. Do not, however, make the mistake that we did and go into the one close by on the roundabout: it was an absolute tip!
