Would it cause a problem if somebody was trying to start the engine with this valve closed and then the owner of the vehicle came along opened the valve and then tried to start it, would you get some cavitation in the fuel line?

All you require to do is find the pump cut out switch ,pull the lead of and put a relay between.
It may be in or at tank or up at pump in engine bay,hide it well or they will wire round it .

I have one on my van my sons friend put in for me it works from a mobile phone I hide in the van if the alarm comes on the phone will turn on the cut out switch so the motor wont start cost to fit the phone was one of my old ones a control box 50 euros and some other bits he got 30 euros all you have to do to reset it is push a button back in . but make sure you remember where the button is,

That's ok on a diesel mate, but the relay hack will also disable a petrol engine.....

The thieves are familiar with the location of fuel cutoff locations, icemans fuel cutoff valve fitted into a detour in the fuel line combined with a protective sheath would make more sense surely.

It can also be operated manually.

That looks more of a dedicated push fit for plastic or rubber fuel line, icemans has the screw in facility for metal lines.
