I have been in discussion with the above trust head of operations Robbie Blythe, who has been very forthcoming, and helpful towards us.

I have tried and failed to keep the other thread on topic, and have started this one. I reckon many of you will have stopped reading the other thread, hence this one.

First here’s an email I sent to the trust and a reply from Robbie.

Dear Sir/Madam,

I spent two nights at your Elie Ruby Bay carpark last week and got into a conversation with two of your parking attendants.

We discussed the proposed development of new toilet facilities at the carpark, and in addition the possible installation of a chemical waste point. We discussed the problems you had suffered, when some motorhome owners ignored signage asking not to empty their cassettes into the previously installed public toilet, something I have never done, and most of us would never do. Your attendants explained that if a chemical waste point was installed it would lead to contamination of your sceptic tank.

I feel it's important that you do install a chemical waste point, because if you don’t, your problems will only multiply. Sadly there are some amongst us who think this kind of behaviour is acceptable, and although a minority they will continue to do so, diss regarding any signage you place forbidding this. This will in turn still lead to damage to your sceptic tanks, as well as poor hygiene standards within the proposed new toilets. I appreciate that there are costs involved in this, and I can only apologise for this poor behaviour which is creating this issue.

Can I also point out another issue. The current system you have in place for overnight parking involves showing a parking ticket within our motorhome. But many motorhomes owners use external covers, making it almost impossible for them to display their tickets from within their vehicles. I would have thought it would have been better to use the Ringo method of payment instead, negating the need for displaying parking tickets. I have also had problems in the past making payments with the current system.

Finally, I would just like to thank Fife Coastal Trust for all you have done for motorhome owners in recent years. I know you have had, and will have issues, and I really am sorry for this, but you have shown great patience, which is very much appreciated by the vast majority of us in our community.

Dear William

Thank you for talking the time to email Fife Coast & Countryside Trust (FCCT) with your feedback and thoughts on the provision of overnight parking.

The new toilet building should be in place for the end of February, and it was always our intention to instal a chemical waste disposal point however this has been problematic as has the installation of parking meters.

Chemical Disposal Points & Public Toilets

It was our original intention to connect the new toilet block to the village utilities network thus negating the need for a septic tank and offering up an opportunity to direct all waste to the Scottish Water sewage network. After consultation with local stakeholders, we were advised that sewage network didn’t have the capacity for additional effluent and therefore a request was made to use the septic tank instead.

It’s not best practice to use a septic tank for a chemical disposal point (CDP) though we have made adaptions within the new toilet facility that’s to be installed and for a Trial Period it will operate with a CDP. Looking ahead if there is no negative impact on the septic tank, we will keep the CDP in place however if it proves problematic and to the detriment of Public Toilet provision, we will review our options.

Once the public toilet is back in place, we will also provide overnight access to one compartment therefore giving those who park overnight the option to use their vehicle toilet or the public toilet block.

Parking Ticket Display

The introduction of the parking charge was to primarily control inappropriate parking and so far, the scheme with a few exceptions has worked well. Unlike the commercial parking sector our focus is on sustainable access for all at the minimum costs. As we are a small charity it would be quite expensive requiring a lot of back-office support to use an online platform like “RingGo” however as we look to the future it’s not a scheme we would rule out. At FCCT it is our intention to manage our sites in a way that’s empathetic and considerate and if staff cannot see a ticket because of a window cover they make allowances.

In the spring we are looking to expand the provision of overnight parking to other locations however in the meantime this link takes you our dedicated page that encourages sustainable overnight parking currently at 5 carparks (23 overnight bays) . We also undertook a feasibility study several years ago now that has helped make the case for our positive approach and it is anticipated by the start of April this year we will have another 4 carparks online with an additional 24 overnight parking bays.

I sent Robbie a reply asking about other car parks, this was his reply

Hi Bill

Thanks for your comments and help we are looking to provide Elsan points at a number of location though this may require permission form Scottish Water to connect to the mains network were available. Kingsbarns is on a septic tank system and it has overflowed on a few occasions. This as you can imagine generates a lot of concerns and if we do instal an Elsan point at Kingsbarns it will need to be a collection vessel dug into the ground service by FCCT.

Yes we are considering promoting the green chemicals and its tentative steps I will do a goggle search for the Ayr site but if you have further details that will be most welcome.

I have had further emails from Robbie, who really is very supportive of us, despite all of the issues and problems some of us have given him and the trust.
Robbie has informed me that any money the charity receives will go back into improving facilities at all of their carparks.
Whilst three of their carparks offer free overnight parking, there are honesty boxes. They ask for £5 per night donations for the charity.

I'm not a user of external screens. When they are used are all windows covered? Would most vehicles have another window beside a windscreen that wasn't covered externally where a ticket could be displayed?
 
Barry passed on some other information and has suggested that we should meet for a chat sometime. I have suggested letting him know when next I will be in Fife and he will come and meet for a chat and a cuppa in the van. Barry has met other Motorhome owners and understands us really well. His philosophy is clear. Unlike others Barry sees us as an integral part of those visiting fife, not a burden or a problem to be dealt with. And when you consider the problems that some have given him, that’s quite remarkable.

I have asked him to contact those running the chemical waste points in Ayr, and Glenbuchty in Fraserburgh. I believe they operate chemical waste not connected to the sewerage system, or to sceptic tanks. This may well be an option for their car parks.

They now operate overnight parking in five of their carparks, and intend to extend this in future.

Off to bed now, I will post the details of the five car parks tomorrow.

We all have side windows there is no problem displaying a ticket .

That’s were we displayed ours, but due to condensation between the blind and the window you were not able to read the ticket. Also the ticket became wet with ink running. We put our next ticket into a polly bag, but again you could not read it due to condensation. Possibly this would be ok in warmer months with less condensation. But I can assure you I would never do anything that is unhelpful towards people who have been extremely helpful towards us. Robbie has had similar comments from others, and he agrees that the current system is not ideal. Also when I made this suggestion I was unaware of the problems and costs involved in the Ringo system. Robbie has clarified that staff will make allowances, and therefore the matter is closed.

Here are the details of the current 5 carparks with 23 overnight places. But the Trust plan from April this year to add an additional 4 car parks with a further 24 overnight places.




Fife Coast & Countryside Trust (FCCT) engaged in a consultation arising from the volume of overnight motorhome parking in Fife. It was evident this growing form of tourism brings not only challenges but opportunities for stakeholders who live in and visit Fife.

After gauging the views of residents, landowners, Community Councils, Fife Council and visitors, FCCT are set to trial a parking charge scheme at Kingsbarns Beach and Elie Ruby Bay beach car parks which have both seen a significant increase in visitor numbers from motorhome users.

Monies raised will be ringfenced to facilitate safe parking, extend the opening hours of public toilets and to create a network of chemical toilet disposal points. A new toilet block with overnight facilities has already been installed at Kingsbarns with plans for the installation for a new toilet block at Elie Ruby Bay in early 2023.

The following parking charges will come into force from July 2022.



Overnight Parking

Motorhomes and campervans can park overnight at some of our car parks on a first come first serve basis with no awnings, pop-up toilet or any other type of tent, or camping cars are permitted. A small charge for staying the night will apply at our participating car parks with the use of the onsite parking meter or honesty box.

Users who wish to stay overnight in a designated bay are of course allowed to use Fife Coast & Countryside Trust car parks during normal day-time hours in the same way any other visitor would. So, if you are in a car park with parking meters and you haven’t got an overnight ticket the first 2 hours are free and all-day parking costs £2.

When planning to park overnight here are some things you may want to know:

Time is right

You can stay for 2 nights only, and you should not return to the same car park to stay within 48 hours.

Find a space

Please park safely and leave at least 3 metres between you and your neighbour all participating carparks have designated overnight bays.



Please be considerate

To ensure a pleasant stay for everyone, please follow our guidance:

  • Distancing: Leave 3 metres between you and your neighbour.
  • Chemical Waste Disposal: You must never use our public toilet as chemical disposal points.
  • Toilet waste: Never pour toilet waste into streams, rivers, lochs or undergrowth, even if it’s only urine – emptying a container of urine will kill vegetation and may pose a health risk.
  • Fires: Fires and barbecues are not permitted within the curtilage of any car park.
  • Rubbish: Consider taking all rubbish away with you in the first instance or use our car park bins.
  • Quiet Nights: Always keep noise levels down but especially between 10pm and 7am.
  • Dogs: Always keep dogs on a lead or under close control and pick up after your dog.
  • Car Park Full: See information below or check Visit Scotland for nearby campsites and please do not park irresponsibly.

The system at Ayr is probably going to change, as they are talking about putting an underground tank in there and at Girvan.
Glenbuchty is a good place to refer people. Greg has done a lot of research and can explain all the relevant regs.
Scottish water are singularly unhelpful. Someone in their offices seems to think we tip undiluted chemicals from our cassettes.
I first spoke to Robbie a couple of years ago. He is one of the most clued up people to deal with. Lochore is also in Fife Council area. They know we are a valuable group of visitors.

I read in the Scotsman magazine they’re putting in grey waste facilities at Corrieshallock Gorge visitors centre near Ullapool which has been upgraded with cafe and bigger car park etc. I can only assume with putting in facilities they are providing motorhome parking.
 
CAMpRA have a fund to help places to put in waste points. Www.campra.org.uk has the link needed. Anyone who supports CAMpRA can refer suitable places. Sports clubs, village halls etc
Hopefully one of you more tech savy people can put the proper link 🙏🙏🙏
