tv bracket

can anyone help me regarding a tv bracket fot a 21inch avtex tv , i would like
to mount under a cabinet but need it to pull out and turn not sure if a wall mounting
would be possible dont know how strong it would be .
 
I have had to mount various sizes of screens in different commercial buildings and put up 32 inch screens on the double arm swivel and tilt brackets but this was into block walls and have had to reinforce plasterboard walls to fit a screen flush. I only carry a 9 inch TV and that is fine on its plastic bracket screwed into the chipboard partition but for a bigger screen I would not trust a screw into Chipboard but would drill through and fit penny washers and bolts to fix a bracket which if the partition board is the side of a cupboard is OK as it won't show.

As above, we fitted our 19"tv on the partition wall to the bathroom penny stainless steele washers, and in the bathroom we bought a wooden sign which said bathe and I fitted it so it covered the bolts, partially drilling the sign so that it hid them.

thanks guys we have fitted the bracket on a dividing wall and reniforced with wood
either side and bolted through , looks ok as well
