i can only assume this is a contractual obligation....

In July 2017, the Welsh Secretary, Alun Cairns, announced that tolls would be scrapped at the end of 2018, claiming that this would boost the South Wales economy by around £100m a year.[30] In September 2017, Cairns confirmed that tolls would be reduced in January 2018 when VAT is removed.[31]
 
Apparently the reduction of £1-10 will cause house prices to rise as folk move to Wales and commute for work.
Honestly? .. Or wishful thinking by estate agents.

Reduction by £1.10 until 1st Jan 2018 unless there is a change of Government.
The £1.10 reduction is equiavelent to VAT, which now being under Gov control, the bridges don’t have to charge. The reduced tolls this year will help Highways England recover some of their debt for cable and other works.
The BBC stared this morning that it costs £6m p.a. To maintain the bridges ... actually more like £12m. This will drop a bit when the tolling staff are made redundant .... but then there’s the redundancy packages.
Chepstow and Newport will start to see new housing developments with no improvements in infrastructure. I used to work in Bristol and a few colleagues reckoned it was cheaper to pay the bridge tolls and buy across in Wales.
Beautiful iconic structures, especially the Severn Bridge.
 
whatever way you look at it the tolls cheaper than driving round on dry land.

Let the old bridge fall into the sea. Really. It's always closed if someone down river farts, and we don't need it!

We go over it to Chepstow now and again, but for saving millions of tax cash I don't mind going a bit further...

The older bridge takes 25% of total traffic, not just Chepstow. Imagine the extra delays on the second crossing. Plus used if second crossing closed due to accident or repairs. 25 mile difference for bods heading to Chepstow or Forest of Dean. It is also a grade 1 listed structure and cannot be interfered with.
 
and it easy for me as i go up through aust over the old bridge to get to hereford rather than go up to m4 split and it cut off the corner m5 m4
