They are part of a system where this site can reward people for what they give to the other members.
Parts of the new database will be restricted. The members who add the sites to the database will decide how restricted they will be. This will prevent abuse of the database.
If you click on your username you will see some more bars, and you can click on experience under quick links.
The banners on the site will also be governed by your user status.

Members who put something into this site would get more out of it, they would be able to view things that others might want to abuse for selfish reasons, then spoil it for everyone.
The system does not just use post counts to reward people.
