A possibility;

Maybe the water is potable and the owners are conscious of the actual tap fitting get contaminated by people washing out all sorts of stuff, maybe even black water equipment.

Maybe 🤷‍♂️
 
It's great y'know, in johnny foreign land you pull into an aire and see a water point with a slot for cash, there is also a disposal point for stuff from the lav !!Just above said dump is a tap that says " non pottable" meaning non drinkable----are there two separate supplies ??????????????
Being a tight fisted northerner I wipe the non pot tap with a sterile thing and fill my tank, I suppose that this is awful, but it was a German who pointed it out to us
 
The answer is, no! A local council here in n. Ireland installed a proper ‘Aire services’

After the first year the machine was temporarily turned off. Allegedly the two water feed pipes were common. I believe the council had to split the water supply to both taps to satisfy UK regulations. I guess this is obvious from the fact that hose connections now are required to have a non return incorporated to stop ‘suck back’ or whatever the tech term is.

It is to meet requirement that black/grey cassette washing tap is separate from drinking water tap. Personally I would like to see them separated by at very least a couple of feet, but even then some people will wash out the cassettes from drinking water taps and try and empty cassette down the nearest drain.
