You can get a 12v power supply for nearly all laptops, and you can run this from a leisure battery. The rate of discharge depends on the load, this is different depending on the laptop, energy settings (power saving mode) and what you are doing on the laptop. Also the size of the battery.
I would think it was more efficient to get a 21volt laptop power supply, mine has various outputs up 20volts rather than using an inverter to get 240 volts AC then stepping it down to the laptops voltage.
