No, there are specific things that can be banned, filling a watertank in your motorhome is not one of them.
p.s. Here in Anglian Water region reserves are at 90% and it is thought to be very unlikely for any water shortages.

We are not short of water according to TV news, the problem is the water companies cannot purify the water quick enough to keep up with demand, what does that tell you about building more and more houses etc.?
