We always remember them. Have always bought food (never give cash!) for anyone that needs it. But our local council (Wellingborough) has lodgings for those rough sleeping during the harsh weather. They reported very little take up. It was to do with the "no alcohol or smoking" rule. It seems that vices trump safety and security. They provided a smoking shelter, but it made no difference. It is a sad state of affairs that these poor people have these addictions, but the council said if they allow one addiction, they have to allow others and worried about drugs. The first year they opened the shelter, they had cannabis being smoked in around 30% of the rooms.
