I have responded. It is important to point out that the proposed 48 hour limit is not good for local shops. In the comments I pointed out that the proposed 48 hour limit meant only one day spending in the local shops, whereas 72 hours meant 2 days & 96 hours meant 3 days shopping.

The problem with extending the period is that you are depriving someone else of the opportunity to stay.
