FOI request on No Overnights in Cumbria

I'm not sure if this is of any help, but it appears that there is no legal definition of Overnight Parking and so it is unlikely to be enforced unless I am mis-reading it..

Freedom of Information Request I made to Cumbria County Council,

With regards to the "No Overnight Parking" signs displayed in the Districts "Lay-By's" and other "on-road" locations, as the public must be able to understand what is required in order to comply, please could you provide me with the following information...
1. Could you provide me with the definition of "Overnight Parking" as contained in the legislation and/or by-laws, which is relied on by yourselves.
I particularly require the hours covered in this definition i.e. what period of time does "Overnight" cover and what is the permissable length of time a vehicle is allowed to be parked during this "Overnight period"
2. Could you provide an extract of the legislation which you rely on, which covers "Overnight Parking" or alternatively if this is available online, please could you provide the link to the relevant page.

Internal Review Response
1. There is no definition of Overnight parking contained in legislation.
In parts of the South Lakeland area there are some advisory signing stating no overnight parking but these are only advisory and hence there is no restriction on the time that vehicles can be parked overnight.
2. The legislation that is used to introduce evening and daytime parking restrictions is the Road Traffic Regulation Act 1984, available on the Dft website.
In the South Lakeland area there are some parking restrictions in lay-bys between 8pm-6am where vehicles are limited to parking for up to 1 hour with No return within 1 hour.
In other areas throughout Cumbria the times may alter but the times will be displayed on site to inform drivers of the restrictions.

In reply to an FOI request Cumbria County Council Replied.
"Cumbria County Council do not operate off street car parks and hence you will have to contact the District / Borough Councils direct or the private car park operators such as the lake District National Park and the Forestry Commission."

also Cumbria County Council have published a "Joint Agency Protocol for responding to unauthorised Gypsy and Traveller Encampments." which is available online as a .pdf download and is worth reading.

Barrow Borough Council FOI Reply
1. The surface car parks have a weight limit which is 1500kgs. This tends to exclude motorhomes from the car parks.

2. The Car Park Regulation Orders state that a vehicle must be parked within the bay markings, generally if it doesn't fit into the bay it contravenes the weight limit.

Lake District National Park Authority.
In response to your FOI queries in relation to our car parks:-

1. There are no height restrictions.
2. If a vehicle occupies more than one space two parking tickets are required to be purchased.
3. There are no toilet / waste disposal facilities.
4. There are no spaces specifically aimed at motorhomes / caravans.
5. There is no overnight occupation of vehicles in our car parks.
