I doubt it very much. The outlet on mine gets warm to the touch - cant hold it but can touch without a burn. Try (dont) putting your hand on a tyre after driving at 100kph for an hour - now that will easily burn skin.
Regardless of the temperature of the exhaust, I would prefer that all the combustion fumes don't blast directly on to the rubber tyre. Surely can't do it much good.
