I believe that there is also something about twin wheel back axles as well. Single = good --- Twin = costly. This applies even if you have some form of disability exemption - But I may be wrong

but the only info i can gather is again from them ,,,,
Vehicle with overall height from 2 to 3 metres and GVW not exceeding 3.5 tonnes
Train with overall height from 2 to 3 metres and GVW of towing vehicle not exceeding 3.5 tonnes
may be this covers what you say?but can find no info on the amount of axels
