You can definitely clean it. Replacing the tank and all the pipes is daft. Even if you have to rinse it out with 5 litres of IPA then 5 litres of white vinegar then 200 litres of tap water, that's easier, cheaper and better.

Filled it up with warm water, via 4.5l watering can. 75l tank so hope the effort will be worth it.

I had a heating oil spill and found vinegar was the best thing to get rid of the smell. It would be safe in your tank as well. I got 5l of white vinegar und used it neat. I think sloshing it around the water tank would work. It took a couple of days.
When I install a new brewery I use bleach not the thick liquid but the watery solution and hot water flush through then use Peracetic acid which is a foodsafe disinfectant then flush through the system.
