Saw a news article on 'new road regulations', as is often the case it was very sketchy, but it included the following statement.
The final amendment looks to change registration regulations so that mechanically propelled vehicles and towed vehicles cannot also be registered as trailers.

This would include a small car that may be towed behind a motorhome using an A-frame device. Under the amendment, this could not be registered as a trailer.
Cannot find any other info which gives any better explanation.

They were trying that about 10 years back along with you had to have a 4 wheel drive veh to tow a 4 wheel caravan/trailer, think if i can rememeber they also wanted to downsize towing weight from 750 without brakes to 450, and all trailers would have to comply with regulations and have a type approval stamp/plate, all fell though when we left the EU, also the caravan brigade kicked up stink along with farmers.
The trailer regs would have stopped all home build jobs, im guilty of to boot.

But trailers don't need to be registered in the UK ??? But do in some country's
Correct but they did try a few years back but all fell through, thank the caravan brigade.
However when im out i see lots which dont comply with the law, no brakeaway chain, no mudgards, no fog light or warning tryangle reflector, as for boat boys, no prop bag and some not even strapped down and to heavy for unbraked trailers, police dont seem to bother much these days over here.

I don't know what "could not be registered as a trailer" means.

I have never registered a trailer or a caravan.

Do you have a link to the source, so we can delve deeper.

On a different device now, so don't have the link, but it was a news story from GBNews which was on my home page. The whole story seemed poorly written, and that bit was tacked on the end. Had a quick Google before going out and couldn't find it anywhere else, hoping someone else might have more information.

Some/many European countries [Germany, France, Spain, Netherlands [?]] register trailers separately from the towing vehicles. The problem with unreferenced articles/snippets therefrom is grasping the context, a ploy the newspapers have used to grab the headlines for decades, e.g. 'Archbishop, will you be visiting any nightclubs during your stay in London?' 'Are their any nightclubs in London?', enquired the Archbishop. Next day's headline: 'Are their any nightclubs in London?', enquires Archbishop

When did this change as I thought if a vehicle is legal in "home " country it is legal in the rest of europe...so A frames are a no go in Spain... my spanish is not good enough to check the directive.
This is from spanish police.

Transport is an EU 'Shared Competence' issue, which means that, unless the EU decides to implement an EU-wide policy, each Member State is free to set its own Regulations [Article 4 Treaty on the Functioning of the EU ['TFEU']]. I posted a link to the European Citizens Initiative Webpage yesterday, with a separate link to the specific Page, because the links were taking ages to load [perhaps because of my internet connection]

As in no A frames in Spain and no Quad Bikes in Gibraltar ( yip they are banned there )...
Just inquiring on "a frame" as a year or so back loads of people saying they are legal because they are legal in uk.... so total rubbish said by people on google.

Only Trev could have a 4 wheel trailer and have 3 on one side :ROFLMAO:

The fact is nobody has legally endorsed A frames in the UK, couple this with trailer now having to met UN (note that Trev, not EU) regs that state they must pass certain tests then it is a grey area as to if A frames are legal in UK, a court case would solve the problem, but nobodies interested in initiating one.
p.s. You might note the quote below, and read that in combination with the quote in the OP, i.e. to use certain trailer 'internationally' you need them registered, and the UK will not register A frames as trailers.
4 From 28 March 2019, the same date as the 1968 Convention comes into force for the UK, it will be prohibited to use unregistered trailers in certain categories oninternational journeys to, or through, a foreign country that has ratified the 1968 Convention. This prohibition applies to commercial trailers with a gross weight over 750kg and all trailers with a gross weight over 3,500kg. Unregistered trailers may also be subject to enforcement action while abroad from this date
