Well on their site it say's

I can get the PASS'ÉTAPES card
1 At the payment terminal / automaton on a site, where the machine delivers the card for 5 €
2 On the website http://www.campingcarpark.com/. I receive the card at home, as well as a roadmap referencing all the sites. A minimum top-up of 10 € is required.

Interesting. I only know that when I went to use it last year for entrance I ended up having to also introduce my credit card and paid from that. It was over €10 so perhaps that’s part of the reason.
